China: National emergency management system plan during the 14th five-year plan period

China’s emergency management system plan builds upon the reform and development of emergency management and significant boosts in the capacity to prevent and resolve major safety risks. Under the previous five-year plan period, the reform on the emergency management system was advanced, and the Ministry of Emergency Management (MEM) was established. These endeavors strengthened both the integrated and the whole-process management of emergency, optimized the forces and resources, and fostered a more systematic, integrated and coordinated emergency management.
This plan outlines challenges and opportunities that remain in emergency management and lays out the objectives to be accomplished by 2025. The plan envisions that in 2025, significant progress shall be achieved in the modernization of emergency management system and capacity building with further goals to be reached by 2035.
