This report is for humanitarians working in fragile contexts that are likely to be affected by the coronavirus disease 2019 (COVID-19) crisis. It is organised around broad themes and areas of focus of particular importance to those whose programming advances gender equality and reduce gender inequalities. It seeks to deepen the current gender analysis available by encompassing learning from global gender data available for the COVID-19 public health emergency.
The report makes the following recommendations regarding the prevention and mitigation of Gender-based Violence (GBV) (pp. 12-13):
- GBV prevention and response are life-saving interventions: Include them as part of the initial COVID-19 responses;
- Plan for an expected increase in domestic violence and other forms of GBV cases: Support supply chain management and service provision plans accordingly to ensure services stay open during the COVID-19 outbreak;
- Explore how technology can provide support to those in quarantine to access GBV services: Build on existing initiatives that provide online support for legal aid or psychosocial support, noting the gender disparities in access to technology.
