This document reports on the work of Oxfam and the governments of Viet Nam and Australia with flood-affected communities in Viet Nam to develop and implement a participatory disaster management programme with a systematic gender-aware approach. It involves raising awareness of disaster preparedness activities and building knowledge, skills, and capacity at provincial, district, and commune levels.
