The Women's Resilience to Disasters (WRD) concept note provides an introduction to the WRD Programme including:
i) Rationale - a changing disaster landscape, unequal disaster and climate change risks, gender inequality as a driver of disproportionate risks and impacts, the gender implications of COVID-19, the policy context; and current gaps gaps and barriers (e.g. in data, enabling environment, gender-responsive action);
ii) Programme objectives, outcomes, and outputs; and
iii) Programme set up and implementation levels
