Gender-responsive and inclusive disaster risk reduction (DRR) and resilience frameworks: Insights from the Women's Resilience to Disasters (WRD) Policy Tracker

This brief presents key findings from the latest analysis of the Women’s Resilience to Disasters (WRD) Policy Tracker, which monitors global progress on gender-responsive and inclusive disaster risk reduction (DRR) and resilience frameworks. Drawing on data from 266 national and regional frameworks, it provides a comprehensive overview of trends, gaps, and promising practices aligned with the Sendai Framework for Disaster Risk Reduction 2015–2030 (Sendai Framework) and Gender Action Plan to Support implementation of the Sendai Framework (Sendai GAP). The brief reveals important gains, including increased uptake of gender-responsive and inclusive frameworks; however, the data also shows that more than half of the frameworks remain non-binding plans, and meaningful participation of women and other high-risk groups in framework development is still limited.
The brief outlines six key findings and offers targeted recommendations to strengthen gender-responsiveness and inclusivity in global DRR and resilience efforts. It calls for action in areas such as participatory policymaking, the scaling of best practices, and systematic inclusion of high-risk groups—LGBTQIA+ persons included. The Pacific and the Americas & Caribbean regions are highlighted as global leaders in inclusive DRR, demonstrating how regional leadership can drive change. This brief reinforces the WRD Policy Tracker’s role as a critical accountability tool and underscores the need for sustained investment in gender-responsive and inclusive DRR and resilience strategies that leave no one behind.
