The following is a description of the work of GROOTS International and the Huairou Commission in advancing the local implementation of the HFA. Their work on disaster resilience covers a diverse range of experiences and practices spread across two regions (Latin America & the Caribbean and Asia), with one central idea common to their work: 'Organized groups of grassroots women must play public decision making roles in shaping DRR initiatives. Without their participation at the local, provincial, national and global level, it is not possible to implement gender as a cross-cutting element across the five priorities for action in the HFA and promote meaningful citizen engagement with at-risk communities.'
