These standards are intended to be used as a tool for humanitarian program practitioners to ensure a consistent approach to promoting gender equality in humanitarian preparedness and response programming. The minimum standard 8 considers programming as intertwined with gender-related sustainable development objectives for the country including disaster risk reduction (DRR).

The minimum standards are built on four areas: (i) using gender analysis throughout the project cycle to inform planning, program design and implementation, and monitoring, evaluation, accountability and learning; (ii) ensuring participation, dignity, empowerment; (iii) promoting gender equality through internal practices; and (iv) addressing Gender-based Violence and prevention of sexual exploitation and abuse.
