Applying a gender approach to the emerging loss and damage agenda
This paper is part of the loss and damage in vulnerable countries initiative 2013, which assesses the manifested impacts of climate change that go beyond current or future adaptive capacity, known as ‘loss and damage’. It is a direct contribution to the loss and damage discussions that will take place in the run up and during upcoming international climate change negotiations at COP 19 in Warsaw. It and presents four main areas in which gender should be considered: (i) capacity needs of developing countries, especially in addressing slow-onset events; (ii) non-economic losses, (iv) action by Parties, including risk assessment, risk management, data, access to data and involvement of communities, civil society and private sector; and (iv) institutional arrangements for loss and damage at COP19.
