Baseline: tracking the progress and impact of women’s leadership in COVID-19 responses in the Philippines

The new measurement framework developed by the Humanitarian Advisory Group and UN Women shows that even when women and women’s rights organisations are operationally active and supported to coordinate, advocate, and grow, their lack of access to the spaces where decisions are, continues to prevent transformative change that serves the interests of women and girls. This report provides findings from the measurement of women’s leadership and meaningful participation in the COVID-19 response in the Philippines.
